On October 22, 2025, the EU adopted an updated sanctions package—Regulation 833/2014—which explicitly bans European licensed crypto exchanges and wallets from servicing Russian citizens. The rule extends even to those legally residing in the EU, unless they can claim another citizenship

or have been granted official EU/EEA

tax residency.
